The Village of Carol Stream, Illinois, seeks a motivated, customer-oriented professional to join our team as a full-time Assistant Planner. As a core member of our Community Development Department, this position provides professional municipal planning and zoning review, primarily related to the administration of the Village’s Unified Development Ordinance (UDO). Key responsibilities include reviewing building permit, development, and business registration applications, conducting property compliance inspections, and processing zoning enforcement cases. Additionally, this position conducts vital research and data analysis projects within the Village’s in-house Geographic Information System. The Assistant Planner also attends monthly evening Plan Commission/Zoning Board of Appeals (PC/ZBA) meetings and once trained, will present staff reports and recommendations to the Board as well.

The ideal candidate will be a strong communicator with knowledge of planning and zoning principles within a municipal environment, skilled at working independently, while also effectively collaborating with others inside and outside of the department.

Qualified individuals must possess the following:

Bachelor’s Degree in Urban Planning, Architecture or related field;

  • A minimum of one year of experience, preferably in municipal planning and zoning administration; (internship experience accepted)
  • Possession of a valid Illinois Driver’s License;
  • Proficiency with Microsoft Office Suite (Word, Excel and Outlook); familiarity with GIS software is a plus.

 Any combination of training, education and experience equivalent to that enumerated above will be considered.

Starting salary for this position is $68,659.69.  Excellent benefit package provided including health (80% employer paid), dental, life and IMRF pension system.  Selection process consists of applicant review following deadline, with panel interview of selected candidates. Chosen candidates will be subject to reference, background and criminal history investigation. All job offers are contingent on a pre-employment physical and drug screen.
